still some questions around the end l2 block message. Not sure which hashes to use here and may require changes to the sequence exec stage to get the data to populate here

updating data stream and bringing us closer to datastream 2 for etrog.
Need to check the 0s being passed for the genesis block, this might need the forced batch information but need to check a working stream to know.
