With regards to docker/for-win#3884, will this also fix the CBFS driver incompatibility which is causing the error, as the other comments seem to suggest a focus on the storage-opts which isn't the cause for a majority of those reporting this.

@wabbbit the actual fix for the build failures is in the equivalent of this PR on the daemon side (moby/moby#40250), which is being backported to docker 19.03.x through docker-archive/engine#429 (not merged yet, and not yet in a release)
