Release 1.10.0.0!

We're using libGDX 1.10.0 by default now. For its own uses, gdx-liftoff uses Gradle 7.0, but user projects will still use Gradle 6.8.3 until some dependencies get things cleared up. There's various other small changes here, mostly for 1.10.0 compatibility but also to update other versions. All of the distributable JAR generation is updated, which is a necessary step for Gradle 7.0 when we can update.
