Summary

NIFI-11791 - Proposal for a BigQuery processor to create/truncate tables

Not super happy with the name of the processor but could not find something better. This is a proposal to fill the gap with some of the capabilities that were available in NiFi 1.x with PutBigQueryBatch where it was possible to create the table as well as truncate the table before sending data. This new processor can be used before the new PutBigQuery processor to achieve the same actions.
