Describe the Issue

ERC20Cusotdy V1 can be paused/unpaused by the TSS.

As part of the V2 migration, we will migrate funds from v1 to v2.

We need to ensure users can no longer deposit on v1 ERC20custody.

We currently don't have message leveraging this pause/unpause feature and should develop it.
