Describe the Issue
We're using a hardcoded multiplier 2 for all chains. We can lower the gas price multiplier as the EVM gas stability pool issue was fixed during mainnet launch.

Expected Outcome
A lower gas multiplier 1.2 will be applied to EVM chains. BTC chain will be still using the 2.0 gas price multiplier.
