Add a port for Silicon Labs EFM32 Wonder Gecko SoC and the starter kit EFM32WG-STK3800
This includes the following drivers:

  • gpio
  • uart

Some initial work is done here: https://github.com/chrta/zephyr/tree/efm32wg_stk3800
This is work in progress

The EFM32WG-STK3800 port is being implemented in #271
