We discovered when working on GH-3012 that you can't use the same timer IP block to do a system timer, and get timestamps. Write a driver for Nios II for high-res timestamping using timer1 if it exists. Modify QEMU and our sample F core to include an additional timer.

High-resolution timer not supported in the current NIOS II soft cpu image. Hence closing this issue.
