Self-host Riot

we could have a chat.decred.org with a themed riot and defaults to the decred homeserver (#general)

Advantages:

• can remove anti-privacy fingerprinting Google reCAPTCHA (right?)
• can stop giving traffic to 3rd party domain
• can set Decred homeserver by default
• can set custom default theme (guessing here)
• perhaps can cut traffict to 3rd party identity service

On 2019-04-11 servers hosting matrix.org and riot.im were compromised and taken down for urgent security maintenance. As a result Decred comms were partially disrupted for several hours.

https://chat.decred.org is up and running.

I tested standard signup flow and did not see any hits too Google. There were only couple hits to non-decred domains, namely vector.im for identity services.
