[Bugfix] Fix docker build problem in github workflow

This PR fixes #163.

It's also related to #156 (as a temporary solution)

Main changes

• Add a stage to sanitize the version tag.
• Also push to lmcache/lmstack-router:latest as it's used by the helm template as the default one.

Side note:

We should stop using lmcache/lmstack-router:latest and move to the image in ghcr.io after it becomes publicly accessible.

When contributing changes to this project, you must agree to the DCO. Commits must include a Signed-off-by: header which certifies agreement with the terms of the DCO.

Using -s with git commit will automatically add this header.
