Produced a few long reports and thought that TOCs should be added to the reports.

Templates sos-report-toc, sos-full-toc, and sos-cm-toc are added to automatically generate a TOC for exported HTML. See https://vatlab.github.io/sos-docs/doc/examples/RNASeqDE.html for an example, and #89 for usage info.
