Current behavior

The Header is not showing for PasswordBox when using the Material design theme (all platforms):

Sample App zip (also observed in Uno.Themes):
UnoSampleApp.zip
This sample app was created with the Material design theme. When using the Fluent one, the header is visible.

Expected behavior

From WinUI 2 Gallery:

From Playground probably using Fluent:
http://playground.platform.uno/#954629b4

How to reproduce it (as minimally and precisely as possible)
