[Idea] Top Games/Best List Support

As retool is an intermediary between the original DATs and my sorting tool it would be neat to have some way to provide a list of names/some kind of database with ratings and have retool spit out a DAT with whatever games it can match.

This would allow for creation of DAT files that could be used to create "best sets" for smaller devices or handhelds. This is definitely an open idea and may be outside the scope of retool but I figured I'd raise it in case, could also be a feature for a tool further down the line like https://github.com/emmercm/igir
