Remote Execution using GHC provided by rules_haskell

It should be possible to use Remote Execution with the GHC toolchains probided by rules_haskell (bindist andor nixpkgs).

Describe the solution you'd like

There are various approaches:

1. Generate build environments containing `/nix/store.../ with Nix-provided GHC
2. Generate build environments containing a preinstalled GHC bindist
3. Use a minimal build environment and pass Nix-provided GHC as input
4. Use a minimal build environment and pass GHC bindist as an input.

Describe alternatives you've considered

• Not using Remote Execution at all
• Remote Execution using using GHC from container Remote Execution using GHC from container #1321
