Reported in TRILINOSHD-195.

Description

A number of PRs are failing, but the results do not appear on the dashboard. For example, see #10960, #10972, and #10973.

Per Ross,
"[You] have to look at the driving Jobs on Jenkins at:

https://do.sandia.gov/trilinos-ci/
For example, for the missing build Trilinos_PR_gcc-8.3.0 with build num = 979, you can see the ctest -S driver STDOUT&STDERR at:

https://do.sandia.gov/trilinos-ci/job/Trilinos_PR_gcc-8.3.0/979/console
and there you can see the error:

16:36:07  ERROR: No artifacts found that match the file pattern "packageEnables.cmake,generatedPRFragment.cmake,pull_request_test/configure_command.txt,pull_request_test/CMakeFiles/CMakeError.log,pull_request_test/CMakeFiles/CMakeOutput.log,pull_request_test/Testing/**/*.*,pull_request_test/CMakeCache.txt,". Configuration error?

This has been fixed by the Framework team. Root cause: "[for] both GCC 8.3.0 and INTEL 17, communication between the Jenkins Node and Jenkins was lost. This is why there are missing CDash results".
