18Rhl: Not allowed to use "green" privates directly after phase change

When CME buys the first 3 train, it does not make private ability to upgrade a hex + token become available as actions. This is a minor thing as CME cannot really benefit from it.

This was an intentional implementation choice, to avoid some exploits. There is not that big benefit for allowing this so therefor it was stopped.

No plan to fix this.
