[terraform-ibm-scc-da] Update DA to attach the WP instance to the SCC instance

• Depends on Add support to attach Workload Protection instance terraform-ibm-scc#29 which depends on feat: add support to attach workload protection instance terraform-ibm-scc#36 which depends on Add the ability to do data lookup on ibm_scc_provider_type using name IBM-Cloud/terraform-provider-ibm#5208
• Once the terraform-ibm-scc has been updated with this support, the code in https://github.com/terraform-ibm-modules/terraform-ibm-scc-da/tree/main/solutions/instances should be updated to automatically attach the WP instance to the SCC instance that is creates
• Ensure to also remove the "Current limitation" section from https://github.com/terraform-ibm-modules/terraform-ibm-scc-da/blob/main/solutions/instances/README.md
