since September 2020 samples/client/petstore/typescript-fetch/builds/with-npm-version is causing error TS1084: Invalid 'reference' directive syntax. which seems to be related to end of TS 2.0 support in DefinitelyTyped; this ticket is about fixing the issue, probably by updating TS to +3.x and adjust deps and code.
