[investigation] better fedi-wide support for local-only / follower-only posts

I was gonna open up an issue on Tusky about local-only posting, but there seems to be a bit of a discrepancy going on, that i wasn't aware of: Namely, figuring out whether the server a mobile client is talking to supports local-only (and followers-only) posts

• Better support of Glitch-Soc tuskyapp/Tusky#835
• Allow local-only statuses to be posted via api without 👁 glitch-soc/mastodon#1438
• Server should advertise that posts are local-only so third-party clients can theoretically support them hometown-fork/hometown#23

we should participate in whatever consensus building there needs to be happening to get this advertisement standardized.
