[FEATURE] Get rid of Dependabot in favor of Renovate

Currently, the Dependabot bot creates too much noise in the Pull Requests section, because it creates one PR per dependency. There is no way now to group all required dependencies to update in one PR.

As per this issue (dependabot/dependabot-core#1190), the Dependabot team plan to implement this feature but it's not a top priority. The scope of this issue is to track the progress of migration from Dependabot to Renovate, who has the possibility to group the dependencies into one PR.
