Replicating Config Across Environments

It would be nice for users to more easily define environments (sandbox, development, staging, production, etc.) and then replicate configuration across those environments, as well as allow for incrementally updating the environments as they do a staged rollout from one environment to the next.

Environments could be created at the account level, database level, or schema level.

Ideally, you have a single file that defines the config across all environments, and then environment-specific files that only need to define the deviations (to cut down on duplicate config)
