Issue JP-1300 was created by Howard Bushouse:

Refactor the WCS transforms used for NRC_TSGRISM exposures.

Comment by Howard Bushouse: Included in the overall refactoring, please fix any issues involved in the use of 1-indexed XREF_SCI/YREF_SCI keyword values, and also make sure spatial transforms are based on RA_REF/DEC_REF (not CRVAL1/CRVAL2).
