Flash Z AOE and wideswing does not work on other players #25474

Description

So, someone reminded me of antags not getting flashed despite lack of flash protection and it appears I am not alone in this, though flashing yourself with AOE works just fine.

Reproduction
Equip flash on player A, flash player B with AOE/wideswing in attempt to flash them.
