More in the vein of #2555

• Initial 1.11.0 wheel-build and wheel-upload CI failed partway through with over 10GB PyPI limit
• So I cleaned up ancient files & RC files at PyPI & reran the wheel-upload CI
• 2nd try failed with a checksum mismatch
• So I reran the entire wheel-build and wheel-upload CI
• 3rd try failed b/c some files existed & some didn't
• So I removed 1.11.0 artifacts entirely at PyPI and reran the entire wheel-build and wheel-upload CI
• Then, that 4th try failed with

         400 This filename has already been used, use a different version. See  
         https://pypi.org/help/#file-name-reuse for more information.           

So now we have no choice other than to make a 1.11.1.
