I need to change this to UTF-16 but having trouble figuring out where it's set.

just realized that there should be a better solution to change the xml processing instruction tag.

added another option f9cf25b to change the default encoding. going to update my stackoverflow answer as soon as it's released.

Please see my pull 339 attempt to allow users to put this in a model like this and only once

client.config.soap_encoding = "UTF-16"
