Rome should discover config from parent directory

As the title says.

It is pretty difficult to create tasks for each project in your monorepo otherwise, since you have to explicitly name that directory in the CLI command. But most of the task runners automatically cd into that directory, so rome ci . should run on only that directory and automatically discover the configuration from parent directory (the workspace root in case of monorepos).
