Describe the bug

ERROR: QueryError: internal error: Storage error: Hummock error: ReadCurrentEpoch error Cannot read when cluster is under recovery. read 3860865887502336 < min current epoch 3860873879420928.

aka fails to recover successfully.

Both meta and compactor restarted multiple times, but seems fail to recover.
