Support Gradle compatibility check

There will be a compatibility issue if we use a mismatch version pair of JDK and Gradle distribution. Currently, the Java extension will not report this error and we can only find it in the server log. In this case, the language server doesn't work.

Here we should report a compatibility issue to tell the user if it occurs. The compatibility table can be found in the Gradle official page: https://docs.gradle.org/current/userguide/compatibility.html
