Talkback: remain silent (don't announce incoming notifications) while recording a voice note in Whatsapp Messenger #445

What steps will reproduce the problem?
1.Install Whatsapp Messenger 
(https://play.google.com/store/apps/details?id=com.whatsapp&hl=en).
2. Open a chat screen (group chat or personal chat screen).
3. Double tap and hold on the bottom rightmost button of the screen and a beep 
will be played indicating the beginning of the voice note.
Note: Ensure that you receive an incoming notification while recording the 
voice note.

What is the expected output? What do you see instead?
Expected Result: Talkback should stay silent during recording of voice notes in 
Whatsapp Messenger. Their speech interrupt the flow and continuity of the voice 
note. Moreover, the voice note recording technique is meant to keep the finger 
held down on the relevant button, and not moved the finger until the end of the 
voice note.
Actual Result: If there is an incoming notification, Talkback reads it aloud. 
This speech interrupts the flow and continuity of the voice note.
What version of the product are you using? On what operating system?
The test environment is any version of Whatsapp Messenger in conjunction with 
any version of Google Talkback.

Please provide any additional information below.
In conclusion, I ask for speech to be disabled during the recording of a voice 
note since:
* the technique of recording voice notes in Whatsapp Messenger (double tap and 
hold) implies that it is meant to record only the user's voice and not any 
third party sound (such as Talkback's speech)
* the speech interrupts the person recording the voice note
* in most cases, if the text to speech engine in use is loud enough, and 
announces an incoming notification, the person recording the voice note has to 
pause until the completion of Talkback's speech and resume his/her speech

If incoming notifications are important to be announced, I propose all of them 
be announced one after the other on the completion of recording the voice note 
and not during the recording.
