Explore by touch doesn't interrupt TalkBack speech #440

What steps will reproduce the problem?
1. Invoke a dialog (the one that alerts us that force stopping an app may cause 
issues is a good example).
2. Let TalkBack start reading the dialog.
3. Start exploring the screen with your finger.

What is the expected output? What do you see instead?
TalkBack should stop reading the dialog and read the objects under our finger. 
Instead, TalkBack keeps reading the dialog.

What version of the product are you using? On what operating system?
TalkBack 4.1.0 on a Samsung Galaxy Express GT-i8730 phone with Android 4.1.2 
(original Samsung ROM).

Please provide any additional information below.
This is a regression, because it doesn't occur with TalkBack 3.5.2 with all 
other parameters being the same.
