Unable to set certain values on the hour circular slider

With the 24 hour format of displaying time, it is inpossible to set certain 
values on the hour circular slider. 

What steps will reproduce the problem?
0. Lets say that it is 10:30 AM.
1. Open the Clock app
2. Create a new alarm
3. Double click on the hour circular slider and try to modify the value with 
the left-right or right-left one finger gesture. 
What is the expected output? What do you see instead?
When the hour reaches 12, another right-left gesture changes it to 1, instead 
of 13.
Decreasing the hour from 1 will change it to 0 and 23, however from 23 the 
value will be decreased to the current hour, like 10. So, certain values, like 
14, 15, etc... can not be chosen.

What version of the product are you using? On what operating system?
Android 5.0.1, Nexus 4, Talkback 4.1.0
