Merge bitcoin/bitcoin#22349: doc: repository IRC updates

dd49f1b doc: doc/README.md IRC updates (Jon Atack)

Pull request description:

  Follow-up to bitcoin/bitcoin#22109:

  - update remaining link and reference from Freenode to Libera
  - remove defunct #bitcoin-dev channel
  - other minor fixups
