• pip version: pip 10.0.1 from C:\Python27\lib\site-packages\pip (python 2.7)
• Python version: 2.7.15
• OS: Windows 10

Description
All package i try to install, it show this error

Tried to re-install new python 2.7.15 => still not work
Trying to run get-pip.py => same error

It seems pip can't connect to PyPI due to the proxy; are you behind a corporate proxy or a firewall that might be blocking connection to PyPI or the internet?
