Feature description

Add a Simulated Annealing method within the Pints' optimiser interface

Motivation

Simulated Annealing is competitive for large search spaces where a global optimal is preferred to a well performing local optimal. Potential problems that could benefit from this method include identification tasks with a large parameter space; however, I suspect the number of forward model evaluations will be higher than our other global optimisation methods.
