Set “Subnet creation mode” for our VPC network to “Custom subnets” in order to enable the VPC flow logs in terraform
Include logging config in terraform: https://github.com/hail-is/hail/blob/d40ac24ec7641fe7c37ce31b89872cc25db1a5c1/infra/gcp-broad/main.tf#L125-L129
1. Potentially wait for: [tf] use batch_gcp_regions to create the VPC networks hail-is/hail#13790
