This is a tracking issue for supporting the session manager, which persists sessions while upgrading, restarting, and scaling.

On the TiDB side, I need to merge https://github.com/djshow832/tidb/tree/session_mgr to the TiDB repository, refactor some code, and add some unit tests.
