Optimizing the site file tree UX

We need to take a look at the current site tree structure/file hiding experience.

Currently the only means of viewing CSS or skeleton pages is by clicking "filter secondary items" -- this isn't terribly intuitive. But the question is actually larger -- how do we compartmentalize/optimize the site tree organization experience?

Ideas:

• Move the advanced files to a different location so they're not at the root (e.g. move CSS to a CSS node, skeleton pages to a skeleton node, etc.)
• Adjust the interface to have more "tiers" of viewing (e.g. advanced, intermediate, beginner)
