Describe the issue:
Can not import PC2_Site.tab to set groups.

To Reproduce:

  1. Start a clean PC2 server.
  2. Start administrator1
  3. Navigate to the Configuration->ICPC tab.
  4. Press the Import PC2_Site.tab button.
  5. Navigate to a folder containing CMS PC2 tab data and select the PC2_Site.tab file.
  6. Navigate to the Configuration->Groups tab.
  7. Note that all groups have the same external ID, which is actually the contest ID, not the group ID.
  8. Note also that all groups have the same Display Name, namely, "Normal", instead of the actual group name.

Expected behavior:
The groups (sites) should be imported correctly.

Actual behavior:
The groups (sites) are imported incorrectly.

Additional context:
It appears that at some point an additional field was added to the PC2_Site.tab file by the CMS. This throws off all the field numbering inside PC2 by 1, so instead of the group name, it picks up the group type(Normal). Instead of the CMS group ID it picks up the contest ID. Note that the group ID should be field 1, but PC2 is using field 2. similarly, for the group name, which should be field 2, it's using field 3. PC2 can handle 2 different type PC2_Site.tab files. One with 8 fields and one with 9 fields. Apparently, the 8 field format has an additional field causing it to be 9 fields. This confuses PC2 into handling it as the 9 field site file.

The question is, do we want to continue supporting this method of loading a contest. If so this should be fixed. If not, we should deprecate it immediately, since it does not work.
