Proposal: Implementing Lock Mode Feature

I propose adding a "Lock Mode" feature to all Pactus programs, including GUI, CLI, etc. When enabled, this feature would prevent unauthorized access by locking all program functions, including quitting, while keeping the nodes syncing. This addition would enhance security and mitigate risks associated with leaving the program unattended.
