SimbodyLink::SetLinearVel is not yet implemented.
This is needed in the SpawnJointRotational test.EDIT: It's called from that test, but it doesn't seem to be needed since simbody already passed that test with the revolute joint. We should add an explicit test for
Link::SetLinearVel
