Testing GH Discussions for Science-Software feedback

During the Platform Steering Committee meeting on Dec. 6 2022 there was discussion about the need to capture identified science or software needs, gaps, or general suggestions / comments from the partnership. The idea being that people might have issues to raise which they would like the PSC and NatCap leadership to take note of, but might not have a Platform Enhancement Proposal or solution in mind. The PSC could then review items from this resource and make suggestions to NatCap Leadership if appropriate. Using GitHub Discussions was one idea for tracking these comments, so this is a pilot test for the PSC to review at its next meeting on April 6 2023.
