Batch update tags

I can update tags containing charge codes using Cloud custodian by searching for an existing tag value and updating with a new code. Our codes have a life span and are tied to the financial end date of a project or activity. So I have hundreds of these tags in a excel sheet. Is there a way to automate this? is there another tool that allows auto updates of hundreds of tags in an Azure tenant? thank you.
