bump Kubebuilder to SDK and Plugins

Describe the problem you need a feature to resolve.

When the PR https://github.com/kubernetes-sigs/kubebuilder/pull/2486/files get merged and we want to downstream Kb changes to SDK and plugins we will need to ensure some changes in the Makefile.

Note that:

• SDK scaffold nice features on top of the default Golang KB scaffold and in the Makefile
• For all languages and plugins we have the same Makefile done by Golang without what is specific for Go and with what is specific for the language.
• We keep all very equal and similar to make easier the customizations done via SDK plugins like https://github.com/operator-framework/operator-sdk/tree/master/internal/plugins/manifests/v2 work well no matter the language. See that these plugins mainly do things on top of the makefile.
• Also, we will need to ensure that users will have the migrations steps described ( https://github.com/operator-framework/operator-sdk/blob/master/changelog/fragments/00-template.yaml ) to be able to update their makefile such as replace all with this.

Describe the solution you'd like.

• Use a tool such as an IDEA to compare all makefile templates against the Golang one and get them updated with the bump for all languages without changing the layout and only applying its caveats. See that the samples in the testdata are usually helpful as well.
• Ensure the same for the external plugins which are projects not shipped on SDK repo.

The Kubebuilder dependency has been ugraded in master with the latest Makefile changes.
