In order to support bundle upgrades, our data model needs to accommodate multiple versions of a bundle

Shift current models (e.g. Bundle -> BundleVersion)
Namespaces become Bundles
Disable / enable rules
Dedupe permissions, rules, and commands
reference counting between permissions, rules, and bundle versions
