Clean up old adapters - when the ziti tun adapter is hung, it keeps on creating adapters prior to WDE 1.10.8. Need to clean up the old adpaters during start up

If the adapter is in hung state and the ziti is not coming up, then the user may have to restart laptop. We cannot forcefully re-create application hung issue
