the link local address space (169.254.0.0/16) was abandoned many releases ago. Version 1.8.3 of the ZDEW does not seem to be compatible with the TunIpv4 being assigned to 169.254.0.0/16 and we have seen RDP have issues with this address in the past.

At startup - if the ip is NOT in the 100.64.x.x address space print a big warning into the logs
