Add a script that generates a demo configuration on Windows

We have https://github.com/opensearch-project/security/blob/main/tools/install_demo_configuration.sh that works on *nix.

Describe the solution you'd like
A similar install_demo_configuration.bat that works on Windows.

Additional context
Coming from #1474 and opensearch-project/opensearch-build#828. The distribution includes a shell script to configure a plain .zip distribution of the product. It doesn't work on Windows, unclear how to get started to get a working distribution.

FWIW, for Open Distro, it looks like the build ran this script on Linux build hosts then copied the resulting files into the zip. https://github.com/opendistro-for-elasticsearch/opendistro-build/blob/main/elasticsearch/windows/opendistro-windows-build.sh

Thanks, that’s helpful. That has the drawback that anyone getting the windows distribution has to get rid of the config to run a production environment.

I was able to successfully run plugins/opensearch-security/tools/install_demo_configuration.sh on Windows in a bash shell. That's obviously not good enough for Windows users, but provides some workaround to get started.
