Is your feature request related to a problem? Please describe.
Today failopen on standby shard is enabled only if there is a failure on non standby shards or there are any in active shard copies. But if the shard iterator only has single shard in the iterator which is in standby zone, the failopen will not happen and shard wont be queried

Describe the solution you'd like
Add check to allow failopen for ShardIterator with single shard
