Is your feature request related to a problem? Please describe.
Currently, if weights are set, the cluster enforces weighted round robin and FailOpen(if enabled separately). If anything goes wrong the user doesn't have any control over the cluster to dynamically turn on/off WRR.

Describe the solution you'd like
Add a new cluster settings cluster.routing.ignore_weighted_routing to disable WRR for a cluster.
