Is your feature request related to a problem? Please describe.
With this PR: #7420, segment replication can be enabled on cluster as default replication strategy. When segment replication is enabled, most users will also need to enable Segment Replication Backpressure it improves functionality of segrep and keeps low replication lag. So we want to give/enable these settings for user by default when segment replication is enabled on the cluster.
